Excerpt from Service and Regulatory Announcements: October, 1922

Section 9 of the United States cotton futures act, approved August 18, 1914, and reenacted August 11, 1916, .confers upon the Secretary of Agriculture the authority to establish standards of cotton by which its quality or value may be judged or determined, including its grade, length of staple. Strength of staple, color, and other quali ties, properties, and conditions, and to change or replace the same from time to time. Notice must now be given at least one year in advance of the effective date of any change or replacement of the standards that have been established under the act.
