Sir, AS provided in chapter 3, section 24, of the Revised Ordinances, I respectfully submit the tenth annual report of the Penal Institutions Department.
This department has in its charge the House of Correction at Deer Island, the Steamer Monitor and Eastern Avenue Wharf.
