Before marketing quotas for the 195a upland and extra - long staple crops become effective, they must be approved by two-thirds of the cotton farmers voting in national referendums. The referendums will be held on December 15 for both upland and extra-long staple quotas. In each of the 7 previous referendums held on upland cotton quotas, growers have approved such quotas by substantially more than the percentage required to continue them in effect.
